Tender Detail : General Procurement Notice For: Transport Corridors for Economic Resilience Mozambique Sop 2 Project project Id: P510427 procurement Method: N/a submission Deadline Date/time: The Republic of Mozambique has received financing in the amount of United States Dollars, One Hundred Twenty-Three Million (US$ 123 Million Dollars) equivalent from the World Bank toward the cost of the Transport Corridors for Economic Resilience Mozambique SOP 2 Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Regional transport connectivity along the Nacala Corridor; Enhanced logistics and operational efficiency along the Nacala corridor; Project Management, Monitoring and Evaluation; The Contingent Emergency Response Component (CERC). Together, these components will strengthen the targeted corridors (Nacala and Beira) to be safer, competitive, complementary and climate resilient. Importantly, they will help to reduce trade and transport costs along the corridors. Enhance regional transport connectivity along the Nacala corridor: This component will finance civil works activities that improve the condition, climate resilience, and safety of the Nacala road corridor and its secondary network. The roads to be upgraded will improve connectivity to economic centers along the corridor and enable value-chain development, particularly in the agricultural sector. All interventions will be built to climate resilient standards and reflect road safety recommendations from the safety audits and iRAP assessments. Through targeted studies, pilot projects and localized civil works, the project will identify climate susceptibility and implement improvements that aim to reduce the occurrence of interruptions to transit along the Nacala corridor. Interruptions to transit have been experienced as climate impacts increase with the associated costs to businesses and communities along the corridor. The project will support feasibility studies for the development of the Safety, Mobility, Automated, Real-time Traffic Management (SMART) corridor concept with intended benefits to the overall functioning of the corridor including specific improvements to road safety by targeting safer schools, high crash risk improvements and post emergency crash response. Technical assistance program for enhanced logistics and operational efficiency: This component will finance a comprehensive technical assistance program to enable the full regional potential of the Nacala transport corridor, other national strategic logistics infrastructure assets, and address some of the institutional constraints to regional trade and operational efficiency. The activities will facilitate lower transport costs and shorter end-to-end travel times through improved logistics and corridor coordination activities. Including preparatory work for interventions that improve multimodality and encourage private sector participation in logistics operations at national level. Project management, monitoring and evaluation: This component will include incremental administrative costs for project management to ensure project implementation, and all activities associated with citizen engagement, program monitoring and evaluation (M&E), impact evaluation (IE) and third-party monitoring firm to monitor environmental and social compliance including on SEA/GBV, citizen engagement, technical compliance, and selected indicators. Contingent Emergency Response Component (CERC). This zero-dollar component allows the GoM to quickly reallocate project funds for emergency response and reconstruction during an eligible crisis. Implementation follows an approved CERC Manual, ensuring alignment with environmental and social standards, as well as the Paris Agreement principles of the project. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers Seventh Edition, September 2025 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website and also for the Mozambique National Road Administration www.ane.gov.mz and Mninistry of Transports and Logistics www.mtl.gov.mz, and also for Unidade Funcional de Supervisão de Aquisições UFSA www.ufsa.gov.mz, and to newspaper of national circulation in the Borrower’s country (Jornal Noticias). The following high value works contracts will be procured through Request for Bids (RFB) selection without Pre-Qualification: Rehabilitation and Upgrading of Cuamba - Metarica Road (67km) Rehabilitation and Upgrading of Rapale - Mecuburi Road (57.23km). Civil Works for Improvements of Targeted Sites with Climate Vulnerability along the Nacala Corridor.
